becoming ukca reg'd

Hi i was wondering if anyone could tell me how i become ukca registured ???
Does this work in the same way as being registured to hold a rif ( real immation firearm) ???
Reason i am asking this is because the police turned up banging the front door after my lil brother had a few lead shots find there way over the fence and in the next doors garden.
Ovi i know this is not fair on the people next door and warnned him of the risk of injuring some one, but was hoping that if we was ukca reg'd this may settle the people next door abit to know we are serious about using catapults in a professinal manor.
